What is a Car Parking Management Plan?

Councils will request a Car Parking Management Plan (CPMP), also known as a Parking Management Plan, for any Planning Permit application where the development contains a car park that needs to be managed through traffic engineering and traffic management treatments. One of the most common scenarios is a basement car park providing several parking spaces; these are also required for shopping centre car parks, or any car park design that needs traffic management features to control the flow of traffic and pedestrians, such as signage, linemarking, lighting and parking bay treatments.

This may be requested through a Request for Further Information (RFI) after your Planning Permit application is lodged, or submitted proactively during early stages to help save time. A professional should make an assessment first regarding whether this is required.

What does a Car Parking Management Plan include?

A Car Parking Management Plan typically reviews background documentation including Planning Scheme clauses and project information, then discusses car parking accessibility and allocation, detailing how many spaces are allocated to each part of the development and how they're accessed. Pedestrian accessibility is a key consideration, with DDA compliance and pedestrian connectivity reviewed in detail.
